Editorial ethics

In order to improve the quality of scientific works, to ensure the authors’ rights to intellectual property and to avoid unfair practices in publishing activities, the editorial team of the journal "Subtropical and ornamental horticulture" adheres to the principles of publication ethics fixed in the following documents:

  • Recommendations of the Committee on Publication Ethics – COPE;
  • Declarations "Ethical principles of scientific publications" developed by the Russian Association of Science Editors and Publishers (ASEP);
  • Civil code of the Russian Federation (part 4, section VII);
  • Federal law of 29.12.1994 N 77-FZ "About the obligatory copy of documents".



Editorial team, authors, reviewers, publishers, and institutions involved in the publishing process are required to comply with ethical standards, rules and regulations, and have responsibility for the publication of copyright works, which entails the need for all parties to comply with the following obligations:


The editorial team is obliged to:

  1. consider the materials provided by the authors and make decisions on publication, observing the equality of human and civil rights and freedoms regardless of gender, race, nationality, language, beliefs, membership of public associations, as well as other circumstances;
  2. be guided by the principles of science, objectivity, professionalism, and impartiality;
  3. ensure confidentiality of the information received from the authors of publication and any information before it is published;
  4. take full responsibility for the decision to publish the incoming material. The editorial team makes a decision on publication based on the principles of editorial ethics, taking into account the current legislation of the Russian Federation. A scientific paper, in case of acceptance for publication, is placed in open access; copyright is reserved for authors;
  5. provide conditions for mandatory peer review of all materials (except advertising and editorial) by independent experts. Experts have every opportunity to freely express motivated criticisms regarding the level and clarity of the material presented and its compliance with the profile of the journal, novelty and reliability of the results. Reviewers' recommendations are the basis for the final decision on publication;
  6. guarantee access to publications, ensuring the storage of materials in the leading libraries and scientific data repositories of the country;
  7. on the website of the edition, publish the composition of the editorial board, rules for submitting manuscripts, instructions for authors and information on the availability of materials (free access or by subscription), specify ISSN and publisher address;
  8. take all reasonable measures to ensure the high quality of all published materials and to protect the confidentiality of personal information;
  9. on the website of the journal, place all information about paid services, if any, in one form or another;
  10. obtain the consent for publication from all authors. All co-authors must meet the criteria of authorship. The author is only a person who has largely participated in the writing of the work, in the development of its concept, in scientific design, collection of material, analysis and interpretation;
  11. in case a violation of the journal publication ethics has been proved, after careful consideration of all circumstances, the editorial team is obliged to take the following actions:
    • refuse to publish the submitted manuscript;
    • publish notices of violation correction in the next issue of the journal;
    • make edits to the published material in all versions available to readers and indexing systems;
    • refuse to cooperate with the author, reviewer, and member of the editorial board.


The chief editor is obliged to:

  1. exclude the influence of business interests or policy on the decision to publish any materials;
  2. transfer the manuscript for consideration to another member of the editorial board if the original reviewer has a conflict of interest with the author of the submitted manuscript;
  3. ensure publication of amendments if information about conflict of interest has been received after publication of the paper;
  4. strive to meet the needs of readers and authors of the journal;
  5. take into account recommendations of the reviewers when making the final decision on the publication of the paper;
  6. justify his/her decision in case of acceptance or rejection of the paper;
  7. provide the author of the reviewed material with an opportunity to substantiate his/her research position;
  8. in case the structure of the editorial board changes, keep decisions of the previous structure about the publication of material in force;
  9. when making a decision on the publication, be guided by the accuracy of the data and the scientific significance of the work reviewed;
  10. allow no information to be published if there are any sufficient grounds to believe that it is a plagiarism;
  11. keep personal data of the reviewers confidential, except in cases where the system of independent review is open;
  12. make no attempts to adversely impact rating of his/her journal by artificially increasing any indicators of the journal;
  13. reject the manuscript or require the author to finalize it, if it is made with violations of the Rules adopted in this journal;
  14. consider all incoming complaints about violation of the publishing ethics;
  15. provide a detailed investigation of the problems concerning incorrect borrowing or plagiarism;
  16. prevent the situations when authors, reviewers or other subjects included in the process of scientific texts production behave unethically, as well as ensure the removal of unfair publications from the scientific space;
  17. exclude any transfers of materials, which were sent to the editorial office, to third parties, except for reviewers and editorial staff;
  18. allow no possibility of using unpublished materials for personal purposes by the editorial staff without the written consent of the author;


The editorial board of the journal is obliged to:

  1. leave no unanswered claims relating to the considered manuscripts or published materials, as well as take all necessary measures to restore the violated rights in case a conflict situation has been identified;
  2. conduct a mandatory investigation in case a situation related to the violation of publication ethics by the editor, author or reviewer has arisen. This applies to both published and unpublished materials. The editorial board is obliged to demand clarification, without involving persons who may have a conflict of interest with one of the parties.


The editorial team is obliged to:

  1. in their activity, bear responsibility for publication of author's works;
  2. be always ready to publish corrections, clarifications, retractions and apologies when necessary;
  3. ensure strict compliance with copyright;
  4. post information about the financial support of the research, if the author gives such information in his/her paper;
  5. if any meaningful, grammatical, stylistic and other errors have been found, take all measures to eliminate them;
  6. coordinate the editorial proofreading of the paper with the author;
  7. ensure timely publication of the journal.
